Executive Summary

I served as the Health Equity Coordinator for Nevada County Public Health and the Health and Human Services Agency (HHSA). During my time in the role, I experienced a toxic, racially hostile work environment that targeted my identity, undermined my professional standing, and made the workplace unsafe. What began as subtle bias escalated into racialized remarks, discriminatory treatment, retaliatory administrative decisions, and coordinated avoidance by leadership — leaving no safe or viable path to remain employed.

This public forced resignation statement provides a documented record of structural harm, institutional retaliation, and medically necessitated separation. It is issued for civil rights review, journalistic investigation, public sector oversight, community partner accountability, and public health systems evaluation across California's regional equity network.

The evidence reflects a structural pattern of discrimination involving multiple departments: Public Health, Public Health Fiscal, Behavioral Health, HR, County executive leadership including the Board of Supervisors, and the CEO office. Toxic dynamics, racialized comments, and retaliatory administrative actions were allowed to continue without intervention, creating an environment that became professionally and psychologically untenable.

Structural negligence, identity-based harm, administrative retaliation, and systemic failure to uphold basic public sector obligations are central themes throughout this record.
